The referee's arm went up, but play kept going
A delayed penalty (or a delayed offside).
If a player's arm is raised high, a penalty is coming once the team that fouled gains control of the puck. Meanwhile the fouled team keeps attacking, often with its goalie pulled for an extra skater. An official's raised arm at a blue line is a delayed offside instead: the attackers must skate back and touch the line.
Rule: NFHS 4-10-1 (delayed penalty); 9-6-2 (delayed offside)
